The mission of the White Hall Police Department is to encourage and enforce community safety by working as team members and partnering with the community to proactively pursue criminal elements, improve the quality of life within White Hall, and maintain public order. The department is a professional and progressive organization dedicated to providing excellent service, while protecting life and property, and promoting livability of this great community.

A lifelong resident of Jefferson County, Chief Shapiro graduated from Pine Bluff High School. After graduating from UALR in 1992 with a BA in Criminal Justice, he began his criminal justice career as a Correctional Officer at the AR Department of Correction. Then he was hired in 1994 as a Patrol Officer at Pine Bluff PD where he ascended through the ranks to become Captain. At the PBPD he held many assignments including Patrol Supervisor, Detective Supervisor, Professional Standards Supervisor, Administrative Services Supervisor, Public Information Officer and Task Force Officer with the Little Rock FBI Joint Terrorism Task Force. In 1996 he received awards for Officer of the Year and Life Saving.
In 2012 he left the PBPD to become an Instructor for the Criminal Justice program at Seark College. He has also served as an Auxiliary Deputy on the Jefferson County Sheriff's Office Reserve Unit since 2014.
Chief Shapiro has been serving White Hall as Chief of Police since April 2019.
Chief Shapiro is a 2002 graduate of the University of Arkansas Criminal Justice Institute, School of Law Enforcement Supervision course and a 2012 graduate of the University of Arkansas Criminal Justice Institute, AR Leader course.

Chief Shapiro is married to Marla. They have lived in White Hall for 16 years and have two sons, Mason and Gavin. Chief Shapiro enjoys deer hunting, crappie fishing and golf.
